Steve is the Deputy City Manager for the City of Milpitas. There, he manages and directs the operations of the Building and Safety Department, the Planning and Neighborhood Services department, the Land Development Division of Engineering, Economic Development, Fire Prevention permits, and related key services to achieve community goals related to quality of life, environment, economic vitality and safety.
Prior to this, he was the Planning Official for the City of San Jose, managing the City’s Planning Division which administers current development projects, processes permits, conducts long-range citywide planning activities, and provides related public information. While his core focus was on guiding the transformation of the City to a more sustainable urban setting for all to enjoy, he worked towards great urban placemaking, maintaining effective relationships with various aspects of the community, effective organizational development, and customer service.
Steve is a graduate of Cal Poly Pomona (B.S.) and Cal State Fullerton (MPA). His planning career includes work in the private sector, 10 years with the University of California, and 20 years of California city planning, including the Bay Area cities of Fremont and Milpitas. Steve is certified with the American Institute of Certified Planners and recognized as a proactive leader in the urban planning and community development profession. He has also served on a city design review board, a town council, a historic preservation association board, and an American Planning Association chapter board.
